BAGHDAD – A Sunni lawmaker said that the Iraqi army is refusing to let residents of a Sunni neighborhood in the troubled Anbar province to flee rising levels of water as militants continue to control a key dam in the western province.

"A lot of families in the district of Abu Gharib are in danger of drowning and the military are refusing to allow them to leave," said Talal al-Zawbaei, who, along with Deputy Prime Minister Saleh al-Multaq, survived an attempt on his life a day earlier in the Abu Gharib district, 20km west of Baghdad.

A number of neighborhoods in Abu Gharib were flooded following an inundation from the Fallujah dam, which has been recently seized by militants from the Islamic State of Iraq and the Levant (ISIL) group who took control of the key Anbar city in December.

The militants had closed off the dam for the past four days, shutting off water supply to much of the southern provinces. Anbar's local authority chief Sabah Karhout, however, told Anadolu Agency earlier that the militants have partially reopened the dam.

Al-Zawbaei even went as far as accusing the Iraqi army of collectively punishing the Abu Gharib population. "The army forces in Abu Gharib are pursuing sectarian policies against the people of Abu Gharib," he said.

However, a member of Baghdad security committee denounced al-Zawba'i's accusations. "The Iraqi armed forces are trying to rescue the people of Abu Gharib from the losses they suffered due to the terrorists' seizure of the Fallujah dam," Saad al-Matlabi told AA.

Since last December, the Iraqi army has waged a major offensive in the Sunni-majority Anbar province with the stated aim of flushing militants – who Baghdad claims are linked to Al-Qaeda – out of the key cities of Ramadi and Fallujah.

Many local Sunni tribes opposed to Iraq's Shiite-dominated government, meanwhile, have continued to voice anger over the operation's mounting civilian death toll.

The Iraqi military had earlier declared its intention to launch ground operations in the city, which remains inaccessible. However, the date for the planned operation has yet to be announced.

Since the offensive began last December, hundreds have been killed and injured in Fallujah and Ramadi, according to government officials.
